DEVELOPMENT OF THE DUBAI QUALITY MARKTM

IRCA Middle East LLC was contracted by Dubai Industrial City to develop the governance framework, standards, guidelines, assessment protocol and software for the Dubai Quality Mark (DQM™).

Dubai Industrial City (DICC) was established in Dubai in 2006. It recognises that excellent and sustainable performance in quality, health, safety and environmental (QHSE) management is a cornerstone of best performing organisations in the world. Performance in QHSE directly influences the financial performance of the organisation while demonstrating a high level of social commitment by the business.

Maqayees, the governance arm of DICC, operates with the strategic objective to develop, implement and continually improve QHSE performance standards by instituting global best practices. DIC therefore encourages organisations to establish, maintain and improve a QHSE management system with measurable performance indicators.

DIC assessed organisations operating within the city using the DQM™ system developed by IRCA as a benchmark in determining and monitor compliance and maturity in implementing integrated QHSE management systems. This framework was based on the requirements of ISO 9000, ISO 14000, ISO 45000 and other international best practices relevant to the industrial clusters operating within Dubai (UAE). It essentially constituted of comprehensive assessment protocols, the governance framework, and associated software for managing the DQM™ program.

The purpose of the DQM™ model is to provide organisations with an integrated framework to establish, implement, maintain and continually improve QHSE management systems. The model promoted the adoption of a risk-based process maturity approach to enhance the performance in quality, health, safety and environmental management while simultaneously addressing relevant stakeholder requirements. The model served as the basis for DIC to assess and recognise organisations through a governance framework and then awarding the Dubai Quality Mark (DQM™) to those that qualified.

The DQM™ model is available in the public domain to all organisations in Dubai Industrial City who aims to establish an integrated QHSE management system, and consists of the following two-base documents:

► DQM-D001: Guidance for use of the model for risk-based integrated QHSE management system

The DQM™ Model has 13 elements and 56 sub-elements that forms the requirements of a risk-based integrated QHSE system which is used as an assessment protocol to rate organisations’ maturity of processes to deliver sustainable performance.
The elements are:

Element 5: Operational resources

Element 6: Design and development

Element 7: Purchasing systems

Element 8: Operations management

Element 9: Asset management

Element 11: Incident/nonconformity control

Element 12: Management system performance

Element 13: Corrective and preventive action

All tenants of Dubai Industrial City were expected to strive for continual improvement of their performance. DIC has set requirements for achieving the Dubai Quality Mark (DQM™) recognitions within defined duration of operations. It was intended that the DQM™ will be promoted globally to be recognised as a standard of organisational excellence in QHSE and corporate responsibility that will eventually add value to the organisations and their stakeholders.
